About the Job

This is an entry- or mid-level compliance position for a positive-minded, detail-oriented professional interested in the legal and policy issues arising at the intersection of cutting-edge academic research, foreign affairs, and U.S. national security. Our collegial team strives to preserve academic freedom and facilitate international collaborations in accordance with applicable law and sound judgment. The export compliance and research security function is a growing element of University community operations to which the successful candidate will be able to make necessary and lasting contributions. This position is eligible for a hybrid (mostly remote) work environment. The Research and Innovation Office accommodates flexible workplace arrangements. Certain activities will require a presence at the office on occasion, but many job duties may be performed remotely on a regular basis.

Position Duties and Responsibilities

Export Controls Program Support (45%)

  • Assess specified research projects and international arrangements for export compliance, security, and undue foreign influence implications
  • Draft export license applications, conduct routine license exemption/exception analyses, and assist with commodity jurisdiction/classification decisions
  • Help identify and implement improvements in program documentation, recordkeeping, training, and other functions

Research Security Support (45%)

  • Within the framework established by National Security Presidential Memorandum 33 (NSPM-33), work with the Export Controls Officer to coordinate efforts with the University offices responsible for cybersecurity, international travel, visas, and related functions
  • Assist with the implementation of a research security awareness training program

Import Compliance Support (5%)

  • Research federal import permit requirements as needed
  • Facilitate cooperation between departments, Purchasing Services, and the University's customs broker
  • Assist with the assessment and improvement of the University's import practices

General (5%)

  • Maintain current knowledge of policy and legal developments relevant to university research security and integrity, with a focus on the Export Administration Regulations, Foreign Assets Control Regulations, International Traffic in Arms Regulations, and NSPM-33.

Flexible Work Profile
The Research and Innovation Office (RIO) and the Research Integrity and Compliance Office endorses a "work with flexibility" approach that offers a welcoming and flexible work environment where everyone is inspired to do their best. Work location options include working fully remote, partially remote, or entirely in the office and are based on the work of the position. Some on-site work may be necessary for certain positions, even those designated as fully remote. Because we are a land-grant institution that serves the state, the University will continue to- in most cases- expect employees to live in Minnesota.

This position has been designated as eligible for RIO flexible work profile three.
Flexible work profile three is expected to work remotely more than 50% of the time. Your dedicated office space will be in your remote work location. Research Integrity and Compliance management retains the right to modify flexible work arrangement agreements on a temporary or permanent basis for any reason at any time.

Salary Range
We offer a competitive annual salary range of $50,000 to $60,000, commensurate with experience and qualifications.

Qualifications

Required Qualifications

  • Bachelor's degree in a relevant field (e.g., foreign affairs, political science, law, business, history, economics, accounting) and at least two years' experience in export controls, sponsored research administration, information security, or research ethics/compliance, or a combination of education and work experience to equal six years.

Preferred Qualifications

  • Postgraduate degree in a relevant field (e.g., foreign affairs, political science, law, business, history, economics, accounting)
  • Able to utilize standard office software-Word, Excel, PowerPoint, Zoom, etc.
  • Has an ECTI Certified Export Compliance Professional credential, or is willing to obtain it within one year of hire (at University expense)
About the Department

The University of Minnesota's Export Controls and Research Security (ECRS) team reports to the Director, Research Integrity and Compliance, in the Research and Innovation Office. ECRS is responsible for system-wide compliance with U.S. export controls and economic sanctions, as well as certain research security activities. The current members of ECRS include the Export Controls Officer (to whom this position will report) and one Export Controls and Research Security Specialist.
